the hope for any deal before january 1st is that somehow minority leader mitch mcconnell could convince his troops, convince the republicans not to block it with a filibuster. each individual senator makes up their own mind, each senator has the right to stage a filibuster. so that's not something he can control entirely. a bigger issue, though, i have to edadmit, when you look at senator mcconnell and why he's so important right now is that he needs to bring some republicans on board this deal for a couple reasons. first, they need those republican votes to get anything through the senate. and then second of all, speaker boehner needs some cover, he needs some way to convince republicans in the house that they should pass this deal. conservatives are putting pressure on all sides and republicans in the house want to be to say conservativings in the senate supported this. i can too for the good of the country even though i don't like it. these are the dynamics in play. a lot of politics, a lot at stake. and this is why all focus is on senator mcconnell because he can bring so much to th

that's what the weather was like when mitch mcconnell came to work to try to reach a deal. if he can't forge a deal with democrats, here's what's at stake. let's look first of all at what's involved in talks. at the top of that list, tax rates. if we go over the fiscal cliff, tax rates will go up 9% to 33% for most all americans. that would also mean havoc for payroll companies and the irs that would have tro stro struggh how to handle withholding starting on january 1st. also unemployment benefits, those actually ran out today. that's something that republicans and democrats, we understand, are talking about right now. what else is at stake in the fiscal cliff? let's look at some other issues, things that we're not sure will be in a deal that comes out this week. at the top of that list, government spending cuts. that's about 8% to 10% in cuts to most every federal agency. also a pay cut for medicare doctors of 27% that would hit after january 1st. finally, don, there are a slew of other tax hikes. the alternative minimum tax is one that people talk about. the estate tax.

now we're talking about reid and mcconnell and the senate. has john boehner been deemed powerless by the developments and what the house voted and did not vote on that million dollars threshold? >> well, i don't know that i'd say powerless because if it does pass the senate he becomes quite powerful, but he's definitely on the sidelines on this president, and that may be just as well, quite frankly because i have to say if you bet on boehner and obama getting into a room together and making a deal, you'd have lost a lot of money over the last couple of years. on the other hand, when reid and mcdonnell, the two senate leaders get into a room together, they somehow seem to be able to find an accommodation. i think there's much more for compromise with the senate leaders. let them make a deal, i'm sure reid is talking to the president and conversely, mcconnell is talking to boehner what they can go for, but probably to have the actual deal making going on between the two senate leaders. >> dave: chris, i want to say farewell, last time i'll chat
